We have extensive experience in Petroleum Storage Tank (PST)
Management within the retail industry and the industrial and
commercial regulated community. Services include
compliance consulting, corrective action project management
(site characterization/testing), tank system upgrade (retrofit)
management, and closure/removal consulting. We successfully
completed more than 250 petroleum storage tank projects designed to
maintain compliance with various state and federally mandated
programs. Typical PST projects include comprehensive
portfolio assessment prior to purchase/divestiture and single property remediation/corrective action.

National Waste Management Firm - Bulk and Fleet
Fuel Distribution Facilities (Regional (Six State) Facility
Portfolio)
As a comprehensive corporate-led effort, TGE conducted PST
audits of more than 350 facilities, including transfer stations,
landfills, vehicle maintenance “barns” and
recycleries.
This effort involved review of client and state PST files,
comparison of this information to state and federal statutes,
preparation of a client/facility database, and compilation
of costs necessary to bring all facilities into compliance
within a defined time line. TGE also conducted numerous
Phase I/II assessments for this client as well as remediation
efforts and tank closures.

National Bank - Branch Bank Redevelopment (Six State Area)
As a result of a desire to build and redevelop properties
with a history of underground storage tank use (retail),
TGE performed comprehensive environmental assessments
related to potential or known risks of ownership, and necessary
improvement of properties as branch banks. TGE managed
tank removal efforts, ground water and soil assessment,
exposure assessment, risk-based closure and submission of
funds for reimbursement from the associated state fund (when
available). TGE continues to function as this client's on-call
consultant during its expansion efforts and during
construction of associated banks on affected
property.

Multiple PST Facilities (Fort Bend County, Texas)
TGE conducted more than 25 comprehensive
PST file reviews for county-owned vehicle maintenance facilities,
public safety locations, road and bridge facilities, and
drainage control departments. This effort involved a review
of county and state PST files, a comparison of these files
to both visual observations and state and federal statutes, preparation
of a client/facility database and compilation of cost estimates
and work plans to bring all facilities into compliance within
a defined time frame. Within existing PST program requirements,
TGE assisted Fort Bend County in PST closure management
of facilities including ambulance maintenance barns, jails
and other County-owned properties. TGE worked closely with
the county and state to complete this work within the existing budget
and time frame.

National Bank (Multiple Sites Throughout Texas)
TGE has assisted in managing select customer-owned
facilities that operate, or have operated, with the use of
underground/aboveground storage tanks. TGE also provided
guidance for PST compliance in operating systems
for which the bank my have financial interest (collateralized
loans or special assets). TGE conducted aspects of site
assessment, primarily associated with industrial property,
and agency file review to allow this client to determine
risk related to loaning or foreclosing upon real property
with a history of tanks and former releases. TGE prepares
cost estimates and work plans for corrective action in tank closure concerns.

Numerous Automobile Dealerships (Houston, Beaumont
and Austin Metropolitan Areas)
Given specialized needs of the auto industry and TGE’s
ability to manage all aspects of projects that originate
form such operations, TGE assisted in PST closure projects
and environmental real estate acquisition/compliance in the monitoring and closure of
PSTs. To meet the state’s
statutory deadline for reporting and "grandfathering"
such concerns under former clean-up values, TGE has worked
closely with this client.

Major Healthcare System (Houston, Harris County,
Texas)
As a result of this healthcare system's expansion of
its hospital campuses, it became necessary for the acquisition of properties which were impacted by historical
releases of hydrocarbon from former on-site tanks or tank
systems on adjacent property. Within the network of regulatory
programs, TGE represented its client during all aspects
of investigation, monitoring, agency negotiation, closure
and site redevelopment. Additionally, TGE maintains project
efforts in compliance with state reimbursable guidelines.
