NORM challenges (historic and current) necessitate the availability of staff trained in radiation safety and contractor’s supervision. Additionally, the oil and gas industry is faced with unique, regionally specific and locally regulated environmental challenges drawing upon all of our strengths of assessment, environmental characterization, and corrective action/cleanup.

  • Bulk Fuel and Retail Distribution Facilities (Throughout Texas and Oklahoma)
    TGE conducted comprehensive assessments of 13 industrial facilities determined to be “high risk”. Tasks involved Phase I ESAs, comprehensive compliance reviews of active facility operations and reviews of files from associated state and local regulatory agencies. Project efforts also included costs to close certain environmental matters discovered as a result of the assessment and ongoing compliance plans.

  • Confidential Oil Service Pipe Yard (Belle Chase, Louisiana)
    Prior to purchase of the facility, TGE was retained to complete a baseline, pre-purchase survey for the presence of Naturally Occurring Radioactive Materials (NORM) on approximately 79 acres of land. This effort resulted in a secondary and comprehensive investigation of the site including soil testing using “grid methods” and an evaluation for NORM exposure. Efforts complied with LDEQ guidance and with current State of Louisiana regulations regarding NORM-impacted soil. TGE determined the location, volume, character and financial liability for the waste and provided guidance for proper removal of such waste from the site by excavation and off-site disposal at an appropriate facility.

  • Confidential Oil Producing Company, Inc. (Chambers County, Texas)
    As a result of compliance violations issued by the Texas Railroad Commission ("TRRC"), TGE consulted and investigated subsurface conditions at abandoned oil/gas leases. Following the installation of a series of soil borings, TGE determined that petroleum hydrocarbon condensate had indeed impacted site soils exceeding applicable TRRC limits. TGE is currently conducting and coordinating further remedial efforts in compliance with TRRC guidelines and assisting in the maintenance of compliance regulatory (and landowner) requirements.

  • Texaco Lease Acquisition (Texas, New Mexico, Kansas, and Oklahoma)
    TGE conducted due diligence assessments of more than two-thousand oil/gas well lease facilities throughout a multi-state area prior to client acquisition and later divestiture. Project efforts included detailed site reconnaissance, performance of applicable state agency regulatory file reviews, NORM assessment and recommendations for clean-up/remediation of historical concerns. Also practical cost estimates for appropriate remedial activities, critical to closing negotiations, were included.

  • Major Bulk Fuels Transporters and Distributors - Multiple Clients and Locations (Throughout Texas, Oklahoma and Louisiana)
    Due to the potential sale of these businesses, TGE conducted numerous comprehensive assessments of operational facilities considered to be “high risk”, and conducted summary compliance assessments of these sites (leased or owned). Tasks involved Phase I/II ESAs, Comprehensive Compliance Reviews of active facility operations and reviews of files from associated state and local agencies. The project also included estimation of costs to close certain environmental concerns (underground storage tanks and associated spills) that were discovered as a result of subsurface assessment and preparation of ongoing compliance plans, monitoring, and closure.

  • Regional Bulk Fuels Distribution and Storage Company (Texas and Oklahoma)
    Prior to the sale of these facilities to a Houston-based investment firm, TGE conducted comprehensive compliance audits of nine major bulk fuel facilities. With the use of industry-specific checklists and referencing state-required rules and regulations specific to this industry, TGE identified select non-compliance issues and indicated the need for corrective action prior to purchase and operation of these facilities.

  • Family Estate - Historical Oil and Gas Lease (Houston, Texas)
    Due to pending sale of this 50+ acre tract to a residential subdivision developer, TGE characterized this property for redevelopment. TGE determined compliance requirements within existing state and federal programs pertaining to management of oil and gas waste, tank systems, production piping and NORM. Because of the presence of four surface impoundments and related oil and gas waste, remediation of this property will be required per state and Texas Railroad Commission Rules, consistent with TGE’s planned approach.

  • Oil Company (Alabama)
    As part of pre-acquisition environmental due diligence, TGE reviewed records related to procurement, administrative control and disposal management of radioactive materials associated with oil production by this Alabama company and its statewide oilfield locations . Procedures related to NORM waste disposal, NORM surveys and employee guidance with respect to radiation safety were also evaluated. TGE tested sludge, shallow soils and groundwater and provided recommendations applicable to NORM management within the oil/gas fields. TGE also provided cost estimates for long-term NORM waste management and disposal.

  • Oil Production Company (Mississippi)
    Prior to purchase of 38 well sites in Mississippi, TGE conducted a NORM survey of well-head locations and operational areas within the production field. Following completion of the initial survey, TGE conferred with state regulatory authorities before preparing an appropriate management plan for storage of NORM-impacted materials. TGE also provided options (along with associated cost estimates) for disposal of NORM-containing soils and NORM-impacted equipment.
